Buildpack is no longer required (JQ is now available in the Heroku base images) #3

JQ and libjq have now been added to Heroku's run time image as of:
https://devcenter.heroku.com/changelog-items/2893
heroku/base-images#308

This now means it's present both at run time and build time (previously it was only available at build time). See:
https://devcenter.heroku.com/articles/stack-packages

As such, this buildpack is no longer required, and can be removed from an apps build to improve build times and reduce slug size :-)

I'll open a PR now to add a deprecation message.
