Toolbar parameter does not suppress the toolbar

Here is an example of the problem. One of these is published on our Tableau server and one is published on Tableau Public. On the Tableau Public version the toolbar des not go away.

One of the samples shows this functionality. The toolbar doesn't get hidden in the sample either:

I did find this community post that says it's not possible to hide the toolbar when embedding a Tableau Public viz, but I haven't found any other documentation to corroborate this.
