Should we modularise the feature in a way that they together and separate function?

Example:
I want to use only PolitiCal from forDem and only that. I don't want to have the chat or survey functionalities at all.

Kind of depends on the architecture of the platform.
If we will have a centralized platform, I would say no, but if we had the possibility to run multiple instances of the platform decentralized like Mastodon, it would totally make sense to activate/deactivate modules on demand.

just some communities who run the software don't need one or the other module, so they can just deactivate it

I think it is a user decision, rather than the community decision. That said, I like the idea of community-wide feature-lists.
