Change deployment to use package from Github instead of building

Now that #454 is done we can switch Openshift to use the build from Github instead of the BuildConfig. This will also enable the test server to always pick up the latest version.

This will likely require cleaning up the service files to remove the BuildConfig but have an ImageStream configuration that points to this package.

It will probably only be done for test/master for now.
