W3C DTCG sync is not being pushed #3170

Describe the bug
W3C Format automatically switches to Legacy when you restart the plugin when synced with ADO.

To Reproduce
Steps to reproduce the behavior:

  1. Sync to Azure Dev Ops
  2. Click on Legacy format and change to W3C
  3. Make a push and restart the plugin
  4. Should automatically switch back to legacy
  5. The bug was not consistent and can be seen happening in differenet ways from the screen recording below

Expected behavior
One the format is changes even if the plugin is closed or once a push is made the format should remain W3C

We have the same problem at IBM iX @keeganedwin. We have a large set of tokens for one customer and we're trying to convert to the DTCG format, but when we commit/push and restart the plugin, it always shows that tokens are in legacy format ... we will stick to legacy format for now.
