Support .terraform-version files (as tfenv) #282

tfenv uses .terraform-version files to specify the Terraform version to use for different projects. This is an uniform way to make sure versions match between Atlantis and local applies. It can also be used for a whole folder tree, reducing the amount of copy-pasting required in .hcl files.

It would be nice if terragrunt-atlantis-config also supports it.
