JS client library for CE

Setup a js client library which can be used to communicate with the ce-api. This library could potentially contain query builders.

Now that we need to authenticate to write to the CE it'd be great if this client library included helpers to swap a JWT token, and set the authentication header on requests

In the end it's only 2 lines to add Apollo to a react app so maybe this isn't as important as I had thought it would be.

It might be interesting to have a bunch of gql template strings for common operations that we can use in different apps.
