No. Two steps: create a new account, then change the permission for it.

@King31T Regarding your second question, I think it might be to prevent abuse of the feature, as multi-signature consumes more TRON's computational resources and more API requests. Additionally, not only does it require 100 TRX to create, but when using multi-signature transactions, there is an additional charge of 1 TRX aside from the transaction fees.
