(Patient) update offline messaging

This issue's main goal is to make sure the patient knows that they can still submit reports/photos/messages(?) if they are offline. As is, the app lets them know that their report is saved for later after they submit having an issue. I am changing the flow of this messaging let the patients know "App is still fully functional while offline, please continue to submit reports, etc." before they submit anything. The message should appear on the homepage upon initial render while they are offline.
