"Unable to configure GSDx config file" PCSX2 1.6.0

Using latest stable PCSX2 build and latest Spectabis build, I can't create per-game profiles. I've reinstalled PCSX2 and Spectabis like 5 times each, and I've tried running each as admin and I double checked that nothing was set to "read-only." Am I missing something? I haven't found any record of this issue anywhere... Anytime I click Video Settings, a little popup shows up that says the caption
