macOS Sonoma: Create new APFS or HFS+ Container on NAS: hdiutil: attach failed - Device not configured #1452

I have made multiple attempts to create a new encrypted container on NAS. I have no problem creating a small container (10GB) but when I try to create a 256GB to 512GB container, when it attempts to mount the formatted FS, it throws the error "hdiutil: attach failed - Device not configured"

I have existing containers on the same NAS which are as large as 1TB and I have no problem mounting and using those containers. The only problem is creating LARGE new containers.

Steps to reproduce

Create Volume
Create an encrypted file container
Standard VeraCrypt Volume
(Select a location on NAS and name the file)
AES/SHA-512
512GiB
Create password & select keyfile path
Enable large file support
Mac-OS Extended (or, APFS -- same result)
Mount only on macOS
FORMAT

After format completes, VeraCrypt gets spinning-beach-ball-of-death for about 30 secs, then throws the hdiutil error stated above.
