After a new clean install im still getting error 1114

This is not a RED4ext error, this is a problem with Microsoft and how they version Visual C++ (a library RED4ext uses)

As other noted: It's mentioned here - https://docs.red4ext.com/getting-started/installing-red4ext

That you'd need to have [Visual C++ Redistributable 2022 installed.

Other than that maybe enable the dev console via <game_directory>/red4ext/config.ini see: https://docs.red4ext.com/getting-started/configuration and provide it's output for further analysis.
