Add galaxy tools for neper

There are 4 modules, each should probably be a galaxy tool:

• Tessellation Module (-T)
• Meshing Module (-M)
• Simulation Module (-S)
• Visualization Module (-V)

Code that can be shared among tools will be in the macros.xml

There are so many options for neper, that we may want to have a conditional param to present common patterns of option use, one set would be how CHESS commonly uses neper.
Using neper options that are incompatible causes neper to abort. The galaxy tool param setting form should try to prevent the user from selecting incompatible options.
