CRITICAL ERROR: Loading plugins/resources failed ! for 1.10.163 fallout 4 dowgrade

Hello, as the title indicates I am currently playing Fallout 4. So I would like as I do for other games, create fusions to do merges to have more mods. But I have a problem, as the title indicates, every time I try to create a merge or even when I open it without an active mod, I get the following message which appears CRITICAL ERROR: Loading plugins/resources failed ! who appears. I looked for the solution on my own, I looked at lots of posts, videos,... but I didn't find anything to solve my problem. And since at the moment I really want to play Fallout 4, with mods. And I want, rather need, to merge someone because I still have quite a few mods. And so if you could help me find the solution, it would be really kind to you.
