I don't know if ICH10 has a function disable 2 (FD2) register in RCBA. Therefore I don't know if its possible to hide/unhide the device, and so I can't be sure if your ME firmware is present and/or active. If you really want to know, see if you can extract your factory BIOS from the machine and determine if it has ME firmware in there or not. If there's no ME firmware, chances are you are running descriptorless mode and ME is totally disabled on your board.
