Move apache specific settings in preparation to support nginx/phpfpm #12

We would like to support nginx/phpfpm at some point so the apache specific config settings such as:

https://github.com/zivtech/puppet-drupal-php/blob/master/manifests/init.pp#L139
https://github.com/zivtech/puppet-drupal-php/blob/master/manifests/init.pp#L160

should be moved to the apache server class.

This is a prerequisite for #13
