User story

As a developer, I want the front-end refactored, so I can easily maintain the code base.

Acceptance criteria

Add jinja template
Add index.html file

Sprint Ready Checklist

1. Acceptance criteria defined
2. Team understands acceptance criteria
3. Team has defined solution / steps to satisfy acceptance criteria
4. Acceptance criteria is verifiable / testable
5. External / 3rd Party dependencies identified
6. Ticket is prioritized and sized

Notes

Open pull request into release-v1.0.0 branch
In the future, we can separate out the front end into a different service.

We can implement this when other endpoints are refactored
