- Cherry pick Add CaseSensitiveClaimsIdentity type. #2700
- Cherry pick Call TVP.CreateClaimsIdentity to support users that have overloaded. #2716
- Made CaseSensitiveClaimsIdentity an opt-in
- Except for .NET 4.5.
- Revert using CaseSensitiveClaimsIdentity by default in tests
