Context

We are creating a new routes wizard to help guide people to routes for which they might be eligible

Currently, the first page of the wizard is the first question

However, this may not be the best user experience:

We can’t have a back link on this first question page as users may come from different pages to the routes wizard

Users may not come to this page through the routes promo and may therefore need to have some understand of what the routes wizard is

Changes proposed in this pull request

  • Adds hero image
  • Adds content to start page

Looks good to me from a front-end perspective - happy for this to be merged in to the main branch
