since telegram does not support animated webP stickers now this program will support only png and webM files.

  • now animated emotes will convert to webM instead of webP
  • added CRF quality setting for webM vp9
  • new requirement: moviepy
  • added WinError 10060 catch incase 7tv CDN is down or your provider blocked it (Russian RKN)
  • deleted test-emote
