Configuration upgrading has some known and unavoidable side-effects, including removal of default values within the stored JSON. This occasionally causes confusion.
Altered implementation to disable the configuration upgrading functionality unless someone opts-in to it. Future changes may go further, including possibly splitting this implementation out to a separate library.
