We need the ability to:

-not have the game window always on top
-not have a console window
-have vsync toggle
-hotkeys to put into window/fullscreen
-fps limiter

currently, it stands in the way of not being abilty to use ai frame injection on a 30fps'd game to make it 60fps without the true 60fps power use
