[RFE] Investigate using datastore smartstate scan to get VM datastore usage

Rather than using VM smartstate to get the datastore usage investigate using datastore scan for this purpose.

VM files can span multiple datastores so this would get a subset of the possible information but if all datastores were scanned it should be equivalent.
