Outlier filtering for the slush limit retrieval from satellite images

The filtering approach has two steps:

1. Iterative conflict resolution ("conflict": when the SL limit altitude decreases by more than a threshold).
2. Filtering of the highest SL values, based on the comparison within a stripe neighborhood.
