Merge pull request #177 from gold2718/UpdateNoresmBranch

noresm2_5_016_cam6_4_041: Update submodules Some ESCOMP submodules did not match the git fleximod tags. This PR ensures that all submodules (and sub-submodules) are consistent. Also, removed the fleximod_test workflow because it had errors.
