Add public api method, getTags, that returns the dictionary of local tags on the current user.

Testing

Manual testing

Tested getTags on an user with tags and with no tags, app build with a fresh install of the OneSignal example app on on a emulated Pixel 4 with Android 12 and physical iPhone 12 with iOS 15.5.
