SELV3-780: enable geo zone population management

Changes:

• Improvement on Geographic Zones page: add new filters (level, code), display details about geo zone in modal (instead of dedicated detail page), add 'Visualize Population' button (visible if geo zone has "child zones"). Change "View" button into "Edit" button if catchment population editable.
• CATCHMENT_POPULATION_CALC_AUTO init - if enabled, catchment population is editable only in the lowest-level geo zones, such as districts, and then automatically propagated to higher levels like provinces and the country. If disabled, manual edit possible. By default: false.
