So far, only basic functionality (NAV / COMM frequency adjustment and switching) is implemented

Before this commit, COMM lookup by frequency threw an error on startup - apparently something within FG isn't initialized yet at that point. This commit circumvents it by not doing anything in frequencyChanged when the device has no power, which makes sense anyways.
