Import Multiple Module Maven Project Into Eclipse is a multistep process.

Download from Git
File-->Import Git-->Projects from Git-->click [Next] Clone URI-->click [Next] Copy URI: https://github.com/USPTO/PatentPublicData.git click [Finish] New Project Window comes up

Create Eclipse Base Project
(within New Project Window) Java-->Java Project-->[Next] Project Name: "PatentPublicData" (name could be anything) Check off use Default Location Location: click Browse (on windows under user profile git\PatentPublicData = C:\Users\USERNAME\git\PatentPublicData) click [Finish]

Import Maven Modules as "sub" Projects
Right Click on "PatentPublicData" configure-->Convert to Maven Project File-->Import Maven-->Existing Maven Projects (see BulkDownler/pom.xml and PatentDocument/pom.xml is checked) click [Finish]
If ERRORS dues to missing packages, try this first:
Right Click on "PatentPublicData" maven-->Update Project selected: Update project configuration from pom.xml, Refresh workspace..., Clean projects click [OK]
