gm_binpkg v0.2.0

Mostly internal changes

• Added init command to be run on first install (prep for #5)
• build command won't stop you from rebuilding if a dll is already present.
• Packages generate a pkg.toml file
• Git clone folder will be named repo from now on rather than the package name
