This isn't ready until we decide how to get around the rubycas filter for the rest of our testing suite, see #416

merge master in here and make sure tests pass, then merge into master (and into 2_authentication_II

This passed all tests locally, although I think the sign_in method is now unecessary. I'm also taking out guard-spork since we removed spork in favor of Spring (see #767). If this passes Travis I'll merge it in.

(I was going to take out the sign_in method in spec_helper.rb but I'll do that in the branch for #2 instead once we've got Devise helpers)
