Adds the ability to override index live settings through the config file. This would be useful for testing changes on a subset of nodes, before applying to the full cluster.
Example:
These overrides are loaded on startup and merged into the final resolved live settings after any change.
I intend to follow this up with another branch that adds the ability to get/modify these local overrides through the
liveSettingsV2endpoint.
