Same as the previous release of Clang 14 but removes unnecessary libraries + re-adds the previously missing aarch64-w64-mingw32-widl compiler

Still same as mstorsjo/llvm-mingw, just does not include any other files EXCEPT the necessities and Aarch64 ones. Others will be re-included later on when the ARM MXE toolchain can support multiple architectures.
