Download time varies between ~10 seconds and ~one and a half hour. This is annoying for testing and might be worth investigating though it's most likely caused by SourceForge.

This could be fixed by finding a different up-to-date host of the binaries.

I now suspect that this is caused by SourceForge randomly choosing a mirror which might only supply dial-up speeds. I got a connection speed of 10kB/s and 2 minutes later 2000kB/s.

Let's add "giflib download fails sometimes" to the list of complaints.
