Updating training fits

Stable Time Varying Model

The model is stable, and the code is robust. This version contains analysis functions for session level, and ophys_container analysis. It does not include behavior only sessions. This code works with the SWDB manifest.

First version of time varying model

This version has a working instance of the time varying model. Including functions for fitting, plotting, analyzing, and integrating the fits into the SDK.

A few things are a little hacky, and we are setting this release before a rebuild of the codebase.

Done with Thursday Harbor

Before major code restructure.
