Summary

NIFI-12252 Removes the legacy FileAuthorizer implementation, which provided backward compatibility for translating historical user and role mappings to Access Policies. Changes also include removing the Legacy Authorized Users File property from FileUserGroupProvider. These capabilities supported upgrading from NiFi version prior to version 1.0.0.

Additional changes include removing unused methods from FileAccessPolicyProvider and FileUserGroupProvider that are not necessary with the removal of support for the legacy users configuration.
