Initial release of the NVG reader code

NVG Reader

reads all feature types with a geometry from NVG v1.4.0 document.

Returns a tuple of 4 lists that contain each feature as an ESRI geometry and relevant attributes.

No implementation or usage examples as yet. these are still being worked on.
