Adding grafana and datasource configuration for jaeger & tempo

I did a "docker compose up" and it didn't work because part of the tempo configuration was already present on this PR. So I commented on the blocking parts.
Once done, I restarted the docker compose up and jenkins and grafana are accessible on their respective ports
