release-2022-09-14: Add CssMinimizerPlugin (#889)

This is Internet Identity release release-2022-09-14 for commit c9d0ca1b70b861e59a8493212078aaa12cc6eaea. The CSS & HTML are now minimized and the CSS is now served from the canister as a separate asset.
