I think the problem here is that the runs-on: matrix.os is incompatible with the Ubuntu used in the Docker container.

/__w/_temp/f1e20ec3-ccd4-4262-933e-4bcaa255a834.sh: line 2: //home/runner/work/_actions/fortran-lang/setup-fortran/v1/setup-fortran.sh: No such file or directory

I guess we could do the Docker build on CI using the two compilers and have two containers available?
