[Testing] XIVDeck 0.3.12 (#1677)

- Add the ability to have different default webservers per OS
  - Set default Linux server to EmbedIO
  - Set default Windows server to EmbedIO
- Better IPv4/IPv6 handling (though it doesn't really matter anymore)
- Other minor internal changes
