DeepFRET Release 202

This release adds Windows support and is primary an update to the buildsystem.

Tested on macOS 10.13 and 10.14 and Windows 10 1809 and 1909

Complete changes since v158:

• Downgraded to python 3.6 and simplified requirements
• Replaced patch.zip with unpacked PyInstaller hooks
• Refactored version number code
• Ported to Windows
• Moved configuration file to user directory
• Updated documentation
