Cherry pick several test enhancements from 1.4 back into 1.3. Timestamp more run_setup messages, gather info with lstopo, add f* file operations, better cpuinfo listing, add ifr/eif actions, add signal handling.
libhio-1.3.0.6.tar.gz is the preferred distribution file for download since it is already autoconf'd. It also contain a prebuilt API documentation file design/libhio_api.pdf. See README for further details.
