brigmedic winter coat and boots

adds the brigmedic winter coat and boots as items, and adds them to the brigmedic loadout, secdrobe, and uniform printer. removed the security winter boots and medical winter boots from the loadout, since they were kinda just placeholder additional options. also reduced the amount of brigmedic armored winter coats in the secdrobe from 3 to 1, since.. im not sure why there were that many
