Technical Implementation Details:

Enhanced thirteenStrings constant array with bidirectional text support for RTL Persian scripts
Maintained O(1) lookup complexity in the verification algorithm
Extended Unicode support for proper handling of Persian یـ medial form

Linguistic Specifications:

Persian: Multiple representations including cardinal (سیزده), ordinal (سیزدهم), and compound (سه و ده) forms
