Hmm CTAN is not ready to process this new version pattern YYYY-MM-DD-r, https://ctan.org/pkg/l3build

Also to avoid no-entry release, a changelog entry for 8fd5875 (Seems TL relies on the !# line on *nix, 2023-12-13) maybe needed.
