Simplegroups

This is a third-party plugin which we have changed to the point of no return. The basic functionality is still included; an administrator can add different groups. The ones we have in the test system are 'water', 'sewage' and 'health'. This can be changed, and multiple groups can be assigned.

Further desired functionality would be that we can create a scheduling system for these groups to perform tasks.
