New pyaro filter list

Change Summary

Updates the height_ignore_eea filter list in EMEP base config with the fix implemented here. It also produces the list using the ValleyfloorRelativeAltitudeFilter in pyaro instead of a dedicated script.

This time ~107 stations are included in the list.
