use ubuntu-24.04-arm instead of emulation. 10 minutes down to 1:40 from 10:40

Note, since ubuntu noble has cmake 3.28.3-1build7 and the job had CMAKE_VERSION=3.23.4 you can avoid using the cmake scripted installer and instead apt install cmake and the job will take 1:20s instead of 1.40s
