Remove .devcontainer. (iree-org#17826)

This was added a while back but I don't think was ever used/maintained. Removing as someone recently found it broken and I'm not aware of live uses. Can pull it back from history if someone would like to take it over. Signed-off-by: Stella Laurenzo <stellaraccident@gmail.com>
